Bill Burns, Director of the US Central Intelligence Agency (CIA), and Richard Moore, Chief of the UK Secret Intelligence Service (MI6), have joined forces in a joint opinion piece highlighting the growing role of generative AI in intelligence operations.
“We are now using AI, including generative AI, to enable and improve intelligence activities—from summarization to ideation to helping identify key information in a sea of data,” the intelligence chiefs stated.
The Rise of Generative AI in Intelligence Operations
The piece underscores the unprecedented array of threats faced by both countries, comparable to the challenges of the Cold War era. They point to the war in Ukraine against Russia as a prime example of how technology, combined with traditional weaponry, can significantly impact the course of war.

They are utilizing cloud technologies to maximize the potential of their data and are training AI systems to protect their own operations and maintain secrecy.
The adoption of generative AI by intelligence agencies comes as no surprise, as Microsoft has already confirmed designing AI models specifically for use by intelligence services. Microsoft’s generative AI platform, has recently been deployed in an offline environment to ensure secure analysis of sensitive data. This AI tool, the first major large language model (LLM) fully disconnected from the internet, was announced at the AI Expo for National Competitiveness.
William Chappell, Microsoft’s CTO for strategic missions and technology, revealed the AI system’s deployment to an “air-gapped” cloud environment, isolated from the internet. The platform features a model based on GPT-4 along with supporting tools.
Current Risks and Implications
However, utilizing GPT-4 for analyzing sensitive data carries potential risks that organizations need to consider. Exposing sensitive data with GPT-4 can lead to data privacy issues, as there is a considerable risk of data leakage, where GPT-4 could unintentionally reveal sensitive data from internal datasets in its outputs, causing accidental exposures that threaten security and confidentiality.
Another critical issue is the model’s unpredictable errors and hallucinations. GPT-4 can produce these mistakes, generating incorrect or nonsensical information, which can have serious implications for decision-making or operational integrity when dealing with sensitive topics.
